I updated the topic just follow the instruction given above and put the jp.co.sega.vtc after extracting the "apk + data DIRECT" - only the data - rar files you will have obb folder.then put obb folder to sd/android.and its works

may be you have newer version of the game so the game ask for more data ,that is normal
